Hilmy is an Associate at Zaid Ibrahim & Co. under the Government Advisory practice group. His expertise primarily focuses on law reform across various industries, providing legal advisory assistance to Federal and State Governments, regulatory bodies, and international organisations.
In his role, Hilmy has been actively involved in advising these government entities on regulatory matters, assisting in the nuanced process of law reform. This includes his contributions to the reviews and drafting of both primary and secondary legislation, encompassing a broad spectrum of industries includingArtificial Intelligence, sharing economy, electric vehicles, micro mobility, estate management, statutory body governance and many others. His involvement is extensive, covering both the complete end-to-end process of law reform as well as specific stages as needed.
His experience in Regulatory Impact Analysis (RIA) is particularly noteworthy. Hilmy has assisted Ministries and Federal agencies in undergoing the process of RIA, including drafting their Regulatory Impact Statement (RIS). In assisting MPC, he has reviewed multiple RIS and conducted multiple RIA workshops, imparting knowledge and guidance to various ministries and regulatory bodies, including but not limited to the Prime Ministers Department, Ministry of Transport, Ministry of Health, Ministry of Local Government and Development, Energy Commission, and many other government agencies.
He has also advised private clients in complying with and advocacy for various regulatory frameworks, most notably in new and emerging frameworks such as e-hailing, gig workers, data centres, artificial intelligence, and short-term rental accommodations.
